Energy Performance of Buildings Directive (EPBD)
The Energy Performance of Buildings Directive sets minimum standards and harmonization of energy performance certificates in the EU.
What do I need to know?
The Energy Performance of Buildings Directive (EPBD) is one of the initiatives to reduce emissions from buildings - which are responsible for 36% of total CO2 emissions. The new proposal to amend the existing EPBD includes a number of new improvements to the energy performance of buildings:
- All new public buildings must be zero-emission buildings by 2027 (meaning there will be new standards for CO2-neutral buildings);
- New rules will allow for energy efficiency upgrades to listed buildings as long as it does not change the appearance of the building.
- New Minimum Energy Performance Standards (MEPS):
- Public Buildings:
- 2027: EPC: G → F
- 2030: EPC: F → E
- New Minimum Energy Performance Standards (MEPS):
- Commercial buildings:
- 2030: EPC: G → F
- 2033: EPC: F → E
- A new operational emission factor indicator will be added to the existing EPC methodology
- Homogenization of EPCs in the EU - shortening the validity of EPC 'D-G' to 5 years
- New residential buildings and renovated buildings must be equipped with monitoring systems to improve and optimize their performance
- EPC G = 15% of buildings with the worst performance at national level
